The U.N. Security Council will meet Tuesday to discuss the crisis in Libya, U.N. Secretary-General Ban Ki-moon said, noting he had spoken to Libyan leader Moammar Gaddafi and called for restraint, as Washington and Europe urged Libya to stop the "unacceptable bloodshed" of protesters.
